What is this?

This is a document I wrote for a game I nicknamed the “Liberation Game”, which I discuss in this article:

The document was originally titled “Liberation Game Missions” but doesn’t actually go into detail with mission design, instead it includes a summary of the game concept, some suggested mechanics and the game’s introduction, followed by a brief summary of how gameplay would’ve followed from the intro into the game’s first act.

I’ve kept the document exactly the same as it was when I originally wrote it except for some small formatting improvements.

Summary
#

The “Liberation Game” is a game intended to represent a civil war more realistically than most shooters. In many games where a civil war conflict is the theme, there are usually only 2 factions, your rebels and the enemy regime, and you do most of the fighting single handedly.

My idea is a game that represents civil war more accurately, rather than just your own rebel group, other rebel factions can appear and either join you or oppose you.

The game can almost be thought of as a modern day version of Mount and Blade, but rather than opposing kingdoms across a continent, we have a single nation with the factions being a government, the player’s rebellion, neutral groups and other rebels.

These neutral and rebel groups would sprout up fairly randomly across the game world as you progress, depending on how disorderly things are, if the government is weak in a region there’s a higher chance of new rebel groups forming, or settlements aligning themselves with existing groups, this means that you are a major part of the war, but it doesn’t revolve around you.

Another important feature would be ideology and loyalty:

The government forces would be composed of dozens of groups from the military to the paramilitary to police units, and these would all have differing loyalties, if their loyalty to the government is low they could have a chance to splinter into rebel groups, if loyalty is high they will be less willing to surrender.

Rebel groups would also have their own loyalty tallies, and their loyalty would affect whether they subordinate themselves to you, support you but stay independent, oppose you as a rival rebel group, or even join the government against you.

Neutral groups could use loyalty in a similar way, only that high loyalty could turn them into a formal rebel group as well.

As for ideology, all the rebel factions would subscribe to an ideology such as Nationalism, Communism, Fascism, Liberalism, etc etc, and you could choose what ideology your group subscribes to and who you accept, some groups would be less willing to work with each other due to ideological differences, say a Fascist rebel group and Communist group, if you supported one group as part of your movement, the other may turn on you.

Essentially, the game would be as much about managing the politics of war as about the combat of war and you would be heavily involved in both.

Idea: Alert Levels

Government forces in the regions of Sal Anderro could each have an alert level that determines their behaviour, possible idea, 4 levels:

  • Situation Normal
  • Low Alert
  • High Alert
  • Situation Critical

On all of these levels the government forces (except those defending bases/offices) would patrol their assigned area, but their alert level would affect whether they will have their weapons out while doing so, how they react to civilians, and how they deal with characters they suspect could be rebels

  • Level 1

Weapons Drawn or Holstered?: Holstered

Reaction to civilians?: Polite or indifferent conversation, or ignoring

Reaction to suspected threat?: Investigate, arrest if threat identified

Why do they act this way?: They believe there is no threat in the area

  • Level 2

Weapons Drawn or Holstered?: Holstered, drawn if suspicion gets too high

Reaction to civilians?: Polite or indifferent questioning about suspicious sightings, or ignoring

Reaction to suspected threat?: Investigate, arrest if threat identified

Why do they act this way?: They believe a threat may be incoming to/has just passed from the area

  • Level 3

Weapons Drawn or Holstered?: Drawn

Reaction to civilians?: Harsh interrogation about suspicious sightings

Reaction to suspected threat?: Arrest immediately

Why do they act this way?: They believe a threat is in the area

  • Level 4

Weapons Drawn or Holstered?: Drawn

Reaction to civilians?: Ignoring

Reaction to suspected threat?: Shoot on sight immediately

Why do they act this way?: They are/recently have been in combat with a threat

Government Factions
#

Summary of the Government Forces in Sal Anderro (the Sal Anderro Defence Forces/Forces Defences Di Sal Anderro)

Primary Military Groups (Forces Armedes Di Sal Anderro/Armed Forces of Sal Anderro)
#

These soldiers are always present in government controlled areas of Sal Anderro, residing in military outposts and patrolling the streets of government held cities.

  • Military Reserve Soldiers (Reserves Dil Militarez/Military Reserves), weaker ground troops that act as the government soldiers for the poorer regions

    • (These soldiers are poorly paid and poorly trained, they can easily be caught off guard and will run away from a battle if they lose hope in winning, they also hold their weapons carelessly and can often miss.)
  • Armed Forces Soldiers (Militarez Nacionale/National Military), stronger ground, sea and air troops that act as the government soldiers for the richer regions

    • (These soldiers are the main government army of Sal Anderro, well paid to ensure their loyalty and well trained to ensure their strength, they will try to surround the player and flank them to avoid being easily wiped out in head on confrontations, even when losing a battle these propagandised soldiers will be in high spirits, rarely surrendering in a fight.)
  • Ground Force (Forces Tierra/Ground Force)

  • Air Force (Forces Aero/Air Force)

  • Navy (Forces Ocene/Ocean Force)

Paramilitary/Law Enforcement Groups (Paramilitarez Nacionale/National Paramilitary)

These soldiers (except group 1, police officers) aren’t present in-game unless the player earns a wanted level by attacking government forces in the streets.

Police Officers, patrol cops

  • Servico Policie Nacionale (National Police Service), regular government loyal Police units armed with basic Pistols and batons, unarmoured and not well trained usually, easy to take down.

    • (The basic arm of the law in Sal Anderro, delegated to menial law enforcement tasks, some join to feed their families, others just want to feel tough and bully their fellow citizens, with low morale poor pay and mediocre arms, they certainly aren’t ready for armed combat and will be taken out with ease.)
  • Servico Proteccion Nacionale (National Protection Service), government loyal Intelligence units armed with Revolvers, SMGs and Sniper Rifles, armoured and well trained, hard to take down. They are called in against small scale protests and will attempt to stay out of sight of suspected rebels/criminals and then jump them, either with a surprise arrest or a surprise bullet to the skull.

    • (The secret police of Sal Anderro, think FBI, FSB, or more accurately the Gestapo, these guys are tasked with snuffing out terrorism or political opposition and are dedicated loyalists of the state.)

MET Soldiers (Militarez Especiales Tactices/Military Special Tactics), tough SWAT style group

  • MET Motin (Militarez Especiales Tactices-Unidad Antimotin/Military Special Tactics-Anti-Riot Unit), SWAT troops sometimes called in against large scale protests, usually using non lethal weapons

    • (These men are nothing more than jumped up Police Officers in combat vests, their only purpose is to intimidate the civilian populace into complying with Duarte’s rule, protesters get beaten often, faced with open rebellion and firearms the MET Motin would run away like cowards, totally unequipped to deal with a true revolt.)
  • MET Terrorisme (Militarez Especiales Tactices-Unidad Antiterrorisme/Military Special Tactics-Anti-Terrorism Unit), SWAT troops sometimes called in against violent insurgency, using lethal weapons

    • (The Sal Anderran answer to SWAT units, elite law enforcers trained in anti-insurgency and urban warfare, well equipped and well prepared, but also willing to retreat and call for the National Guard if they believe they aren’t capable of suppressing a conflict area. Unlike other military units, the MET Terrorisme will rely on fast moving hand signals to communicate with their comrades instead of shouts, to avoid rebel forces being able to predict their tactics.)

National Guard Soldiers (Guarde Nacionale/National Guard), tough military members specifically called in to assist the MET Terrorisme when they can’t handle a problem themselves

  • National Guard Soldiers (Guarde Nacionale/National Guard)
    • (A subsection of the National Military assigned to the Paramilitary Forces, these troops aid the MET in supressing domestic terrorism or violent crime, equipped with the same gear as the regular Militarez Nacionale but with far more dedication to their jobs, these forces know they are the last line of defense when it comes to enforcing President Duarte’s law, if they fall, the government falls, and there will be heavy punishments for them if that day comes. As such, these troops will offer up every soldier they have for the fight and their forces will be relentless against the rebellion, these forces have also been trained to use the same hand signals as the MET Terrorisme and so will not vocally communicate in combat.)

Bodyguard Group (Servicio di Proteccion Precidencel/Presidential Protection Service)

These soldiers are only seen rarely, protecting the President or his top officials in missions.

Falange Presidential Guard Militia (Falange Di Muorte/Phalanx of Death), elite Secret Service type bodyguards

  • Falange Presidential Guard Militia (Falange Di Muorte/Phalanx of Death)

    • (These men are the most powerful troops President Duarte has at his disposal, separated from the rest of the military and put through brutal training routines, these soldiers are devoted to the point of fanaticism and have an extreme bloodlust for those who take up arms against their beloved President.

    These soldiers opt for straight forward brute force to win battles, and often strike fear into the hearts of their rebel enemies, they will never surrender, preferring to fight to the death for their leaders rather than rot in a jail cell or join the rebellion.)

Fire Services
#

  • Servico Bomberes Nacionale (National Firefighter Service)
    • Firefighting workers who will respond to calls related to fires (duh), they drive fire trucks and will attempt to put out any blazes that erupt, they will always attempt to put out fires on civilian/unowned property but their choice on whether or not they attempt to extinguish fires on rebel or government held bases and offices depends on faction loyalty

Medical Services
#

  • Servico Paramedico Nacionale (National Paramedical Service)

    • Medical workers who will respond to calls related to injuries, they drive ambulances and can revive injured characters, they will always attempt to revive civilians but their choice on whether or not they revive rebels or government soldiers depends on faction loyalty

    Paramedic vehicles will always travel with several paramedics, and their ability to save a victim depends on how many paramedics are there, if you keep attacking medical workers or vehicles they may replace one of their paramedics with a soldier or cop, lessening their ability to save lives

Mission 1: The Story so Far (No location, cutscene only.)

Watch a news broadcast detailing the background of the present crisis in the small pacifican nation of Sal Anderro, and your role within it.

NEWSCASTER

(image of the world map, slowly panning over to and zooming in on Sal Anderro)

Tensions in the small pacifican nation of Sal Anderro have greatly escalated today,

(video of anti-duarte protests)

protests against the nation’s leader, the authoritarian President Martin Duarte, have become increasingly frequent

(video of police officers beating protesters with truncheons)

despite threats of reprisals from his authorities and mass arrests of opposition ringleaders by the Police forces.

Duarte has ruled Sal Anderro since 1980, first in a military junta and then as an elected President, he came to power by overthrowing an eastern-bloc backed Communist government of the infamous Palacios family, as head of the communist People’s Army, he used blackmail against his fellow officers to rally support for his cause among the military, overthrowing Socialism in favour of free market reforms and open trade with the west.

Duarte’s leadership of his nation greatly divides Sal Anderrans, some credit him with greatly boosting the nation’s economy and ending decades of rule under Communism, while others condemn him for his increasingly authoritarian measures used to hold on to power and the great wealth gaps that have been created as a result of his government’s economic policies.

While the nation is officially a democracy, the government’s commitment to electoral fairness is flimsy at best. In 2002 its Electoral Commission abolished restrictions on campaign financing, allowing wealthy donors to fund pro-government advertisement campaigns that their opposition could hardly afford to counter. On top of this, the Commission has a habit of removing citizens from its electoral register without bothering to inform them, forcing them to go through arduous last minute applications to maintain their right to vote, and even outright changing the boundaries of the country’s electoral districts to undermine the opposition vote. As a result, Duarte’s United Patriotic Party has an effective monopoly on power, with the ability to challenge it only existing on paper, some people say Sal Anderro might as well be a military dictatorship,

and if Duarte’s style of uniform is anything to go by, that might not be far from the truth…

So, the opposition members have been protesting aimlessly for weeks, the Congress which makes the laws for the country has denounced them, and they protests don’t seem to be disrupting things too much, so what do they have up their sleeves to turn the tables?

Meet PROTAG NAME, a prominent soldier and lawyer during the Communist era, who quickly fled the country after Duarte’s takeover.

Ever since, he’s resided in the United States as a refugee, he has routinely condemned the electoral process in Sal Anderro as a sham and says he hopes to see a new more fair constitution that gives Sal Anderrans “better choice” in who runs their country. Naturally, at home he has been condemned as a traitor and Duarte has personally labelled him a “subversive element”.

Today, he’s planning to go back to Sal Anderro to show his support to the protesters, in a move he expects will boost their morale and will to fight,

US authorities didn’t want him on this flight, as they maintain positive relations with Duarte’s government, but nonetheless he’s going home. Whether the authorities will give him the chance to enter the country is yet to be seen.

(end of cutscene, fade to black)

Mission 2: Welcome Home (Picco Precidence, Airport)
#

Returning home from exile as a banned prominent politician, you arrive in Sal Anderro to give a speech to the nation in the first and smallest of its 6 islands, Isola Paria.

(fade in from black with the player, as PROTAG NAME, in first person on the plane from the cutscene as it lands, the plane is arriving in the capital city of Provincia Araldo, a well developed city known as Picco Precidence, high up in the mountains of Isola Paria. After a few seconds of hearing the plane land the player unbuckles themselves and gets up to move off, bodyguards carrying pistols on their sides get up from seats behind the player and will follow behind them)

BODYGUARD

Sir, I hear the military is coming for us, we must move quickly.

PROTAG NAME

No surprise, he wants to flex his muscles, scare us away, not gonna work.

GAMEPLAY BEGINS. THE PLAYER IS NOW IN CONTROL AND MUST WALK TO THE FRONT OF THE PLANE AND THEN GET OUT INTO THE AIRPORT TERMINAL, THE BODYGUARDS WILL FOLLOW BEHIND ALL THE WAY.

AS THE PLAYER EXITS INTO THE TERMINAL, THEY WILL SEE THAT THERE ARE DOZENS OF HEAVILY ARMED SOLDIERS STANDING BY THE WALLS, THEY WILL WATCH THE PLAYER BUT NOT INTERFERE IN ANY WAY, ANOTHER BODYGUARD WILL SPEAK.

BODYGUARD

Please sir, ignore them, if we provoke them they only have an excuse to arrest us.

THE TERMINAL IS FILLED WITH PATRIOTIC FLAGS, IMAGES OF PRESIDENT DUARTE, AND PROPAGANDA POSTERS. THE PLAYER EVENTUALLY REACHES A METAL DETECTOR SURROUNDED BY ANGRY LOOKING POLICE, THEY PASS THROUGH WITHOUT INTERFERENCE WHILE THEIR BODYGUARDS CLIMB OVER NEARBY WALLS TO AVOID GOING THROUGH THE DETECTORS, THE POLICE AND SOLDIERS WATCH ON WITHOUT ACTING, A VOICE IS HEARD OVER THE AIRPORT PA SYSTEM, THEN ANOTHER BODYGUARD SPEAKS TO THE PLAYER.

PA ANNOUNCER

Welcome to our grand nation, travellers! We hope you enjoy your stay in our country, if you are a citizen, welcome home! Please be advised, for security reasons we reserve the right to refuse you at the border or detain you indefinitely for questioning if necessary, if you have no intent to cause harm in our country then you have nothing to fear, subverters can expect to be turned back.

BODYGUARD

Our supporters are getting a stage for your speech right now, they’ll be ready soon, not much further, we have a car waiting.

PROTAG NAME

The car won’t matter if we can’t get out of this damn airport, let’s get a move on.

THE PLAYER WILL EVENTUALLY REACH THE BORDER POST, PLAYING A CUTSCENE.

(PROTAG NAME walks over to the border post)

BORDER OFFICIAL

Passport?

(he hands the passport over, the border official skims through it then closes it and hands it back, under the watchful eye of police officers)

Look, we both know that you’re here to cause trouble, I just can’t let yo-

(suddenly, the phone on his desk rings, he picks it up and starts talking to a supervisor on the other end)

Yes? pauses to listen Really? You’re sure? another pause Yes, sir. I understand.

(the official puts down the phone and looks at PROTAG NAME)

Forget it, you’re clear, get going.

(he points to the other side of the post and ushers the player through)

GAMEPLAY BEGINS. THE PLAYER MUST CONTINUE THROUGH THE AIRPORT, IN THE BACKGROUND DOZENS OF MILITARY OFFICERS CAN BE SEEN SPRINTING THROUGH THE AIRPORT IN THE OPPOSITE DIRECTION, TOWARDS THE PLAYER’S PLANE. THE PLAYER’S BODYGUARDS WALK THROUGH THE BORDER POSTS UNINTERRUPTED WITHOUT SHOWING ANYTHING. THE PLAYER WILL EVENTUALLY REACH THE EXIT OF THE AIRPORT LEADING OUT INTO THE CITY OF PICCO PRECIDENCE, WHERE A LARGE CONVOY OF POLICE VEHICLES IS WAITING AND ANOTHER CUTSCENE WILL PLAY.

(a cop runs over to PROTAG NAME)

COP

YOU! You’re coming with us.

(the cop drags PROTAG NAME outside, his bodyguards draw their guns and shout at them to stand down to try to make the officers stop, but they get swarmed by more cops and taken as well, everyone is bundled into police cars and driven away, outside it can be seen that there are huge crowds protesting against duarte and throwing projectiles like rocks at the cars to try and stop them taking the player, to no success, while inside the car a cop talks to the player)

COP

Man, you should never have come here, you knew what would happen.

PROTAG NAME

I know what Duarte does to people, but it’s worth the risk.

COP

We’ll see if you think the same way once you’re dumped in a cell with the Falange!

PROTAG NAME

The what?

COP

Heh, you’ll see…

(small crowds of civilians try to get in the way of the police convoy, the cop turns on the car sirens and keeps using the horn to no effect, the cop rolls down the window and fires a revolver shot into the air)

COP

GET THE FUCK OUT OF THE WAY! Idiots!

(the crowds move out of the way, the car starts to drive faster, heading for the local police station, when it reaches the station a huge crowd can be seen protesting outside, flimsy metal fences have been set up around the station to keep the crowd away, heavily armed soldiers of the President’s personal militia, the Falange, guard the gates, they point their rifles at the crowd repeatedly to scare them away, the car stops and the player gets out, they are pushed along into the station by a cop while Falange soldiers shoot into the air to scare off protesters pulling on the fences)

Act 1 (First Island, Isola Paria, First Province, Provincia Paramos)

Mission 1: The Struggle Begins (Picco Precidence, Police Station, Speaking Platform)
#

(PROTAG NAME and the now disarmed bodyguards are led into a lower level basement of the police station where suddenly loud gunshots and confused yelling can be heard, rogue police officers rush in with weapons taken from the station armory and kill the officers guarding the player, handing some of their weapons to the bodyguards and giving the player a pistol)

ROGUE COP

You might need this, self defence, let’s get you to your speech.

GAMEPLAY BEGINS. WITH THE AID OF THE ROGUE POLICE AND THE BODYGUARDS, THE PLAYER MUST NOW GET OUT OF THE POLICE STATION, THEY CAN ALSO RAID IT FOR MORE ARMS IF THEY WANT TO, AFTER THEY GET UP TO THE MAIN FLOOR SOME MEMBERS OF THE FALANGE MILITIA CAN BE SEEN DRIVING AWAY FROM THE STATION IN RETREAT, WHILE OTHERS ARE DRAGGED OUT OF THEIR VEHICLES AND TAKEN AWAY TO BE ATTACKED OUT OF SIGHT BY THE CROWD.

THE POLICE STATION SHOULD HAVE NO EXITS OTHER THAN THE FRONT ONE, WHEN THE PLAYER EXITS THE STATION THROUGH THE FRONT THERE WILL BE ANOTHER CUTSCENE.

(with several armoured vehicles of the falange militia being left deserted, PROTAG NAME and his bodyguards decide them for themselves as armoured transport)

PROTAG NAME

Yeah… This should do nicely.

(PROTAG NAME gets into a vehicle, and his bodyguards get into others, all the vehicles drive as a convoy over to PROTAG NAMEs (now fully constructed) speaking platform

surrounding the platform is a gigantic crowd of thousands of supportive protesters spread out across the street, government reserves dil militarez/military reserve vehicles and troops can be seen in the distance, but they can’t move forward because of the crowd

the convoy moves slowly through the streets, and mounted on many of the walls are large tv screens broadcasting a government military parade in the national capital, overseen by president duarte, as the convoy gets about half way towards the stage, the parade finishes and we hear a speech from the president at his parade podium)

PRESIDENT DUARTE

Sal Anderrans! My people! I greet you today to celebrate our achievements, to celebrate the progress we have made in the last few decades, bringing our nation into the forefront of world influence, business, trade, diplomacy! crowd cheers

(at this point some protesters will start damaging the tv screens by throwing things at them, like stones or bricks)

And of course, we are here to celebrate our brave military, a military that has defended its people against all forms of political subversion crowd cheers, Communists, Terrorists, Radicalists of all kinds tremble against its might, against the might of our people’s will! crowd cheers

(some of the tv screens are outright destroyed by attacks from protesters, and begin falling down in pieces)

Some cynical commentators have said in recent weeks that my government is dictatorial, that it is corrupt! crowd boos All I have to say to these slanderous liars is, LOOK AROUND YOU! crowd cheers Look at all the people who are here today to support me, to support Sal Anderro! If I was nothing more than a corrupt despot, how would I be able to stand before you all today? I would be running in fear of revolution, not giving speeches on grand podiums! crowd cheers

(some more screens are knocked down)

I have no fear of rebellion because I know the people love me, because I know my achievements have benefitted this country to no end! I tell you all, I will stand my ground for as long as I have to, to keep you people safe.

(most of the screens are knocked down by now)

It is clear for everyone to see, there is no difference between what the people want and what I want, and those who seek to defy me seek to defy the people! crowd cheers Let this day serve as a warning to all who are watching it, at home and abroad, those who seek to sow the seeds of discontent in our great nation will be found and punished, crowd cheers our democracy will not be undermined, our state not undercut!

Vive Sal Anderro! Vive Il Govierno! Vive Il Precidence! Lodiau estas Mardiau!

crowd starts aggressively chanting “Vive Precidence! Vive Sal Anderro!”

(at this point, the protesters destroy all of the tv screens showing the speech, and PROTAG NAMEs convoy stops at the stage, PROTAG NAME gets out and gets up to the stage mic to talk)

PROTAG NAME

Well, that was his speech, let’s try mine!

crowd cheers

We all know that President Duarte isn’t really elected, we all know he has to ban the opposition to make sure he wins, we all know behind the show elections and ceremony he’s just a military dictator!

crowd begins to yell

We all know that under him we don’t have any rights, and as long as he stays in power we never will!

crowd yells louder

We all know that Duarte doesn’t care about people like us, he doesn’t care about the poor or unlucky, he only cares about himself and his elite!

crowd yells even louder

He’s not a leader for the people, he’s not a leader for you, a leader for me, or a leader for anyone else in this country!

crowd cheers

So I think it’s time we said enough is enough! We tried debate, we tried negotiating, we tried peaceful rallies, but Duarte would rather steamroll over us than listen to our cries.

crowd yells

So let’s send a message to him, we’re not taking it anymore! We will get him out, by any means necessary!

(the crowd begins yelling incredibly loudly, but in the distance we can see the reserves dil militarez troops begin to move in and start shooting at the crowd, the yells quickly turn to screams)

BODYGUARD

Boss, we have to move, now!

OTHER BODYGUARD

We gotta head for the slums, they won’t follow us there!

BODYGUARD

No, it’s too dangerous, we have to hold out here, gain some ground!

OTHER BODYGUARD

Your call, boss. What do we do?

GAMEPLAY BEGINS. THE PLAYER IS NOW STANDING ON THE SPEAKING PLATFORM WITH THEIR FALANGE BODYGUARDS, SOME BODYGUARDS WILL RUN FOR COVER AND DISAPPEAR WHILE OTHERS WILL STAY WITH THE PLAYER, FOLLOW THEM, AND ATTACK ANY ENEMIES THAT ATTACK THEM.

ACCESS TO THE NEXT PROVINCE, PROVINCIA ARALDO, LOCATED ON THE SECOND ISLAND OF ISOLA DI HISTORIA, IS RESTRICTED, LAND TRAVEL IS REGULATED BY A LARGE BRIDGE CONTROLLED BY THE GOVERNMENT, WHICH CAN ONLY BE LOWERED ONCE THE CHECKLIST IS COMPLETED, ATTEMPTING TO TRAVEL BY AIR TO OTHER PROVINCES WILL LEAD TO THE PLAYER BEING SHOT DOWN BY SURFACE TO AIR MISSILE TRUCKS.

THE PLAYER ALSO CANNOT TRAVEL BY AIR IN PROVINCIA PARAMOS EITHER, UNTIL THE GOVERNMENT’S ANTI-AIR COMMAND CENTER IS TAKEN OVER OR DESTROYED, AND THE REMAINING SAM TRUCKS PATROLLING THE PROVINCE ARE DESTROYED.

EACH PROVINCE WILL ALSO HAVE A FACTION CHOICE TO MAKE, IN THIS CASE THE PLAYER WILL HAVE TO CHOOSE HOW TO HANDLE THE FAVELA AREAS SURROUNDING PICCO PRECIDENCE.

THE GOVERNMENT STAYS AWAY FROM THE FAVELAS AND WILL NOT FOLLOW REBELS OR THE PLAYER INTO THEM, THE MAIN AUTHORITY IN THE FAVELAS ARE TWO RIVALLING DRUG GANGS.

IL MASTROS: ANDERRAN FOR “THE MASTERS”, A CARTEL FORMED FROM THE WORKING CLASS SAL ANDERRANS THAT BUILT THE FAVELAS IN THE 90S, UNABLE TO AFFORD BETTER HOUSING IN THE CITIES

NOVA GENERACION: ANDERRAN FOR “NEW GENERATION”, A GANG MADE UP OF EX-MET AND MILITARY PERSONNEL WHO TURNED TO CRIME IN THE FAVELAS AFTER REALISING IT WOULD PAY MUCH BETTER THAN LEGAL MILITARY WORK

WHEN THE PLAYER ENTERS THE FAVELA AREA FOR THE FIRST TIME THEY WILL BE CONTACTED BY THE BOSS OF IL MASTROS ASKING FOR SUPPORT IN EXCHANGE FOR FUNDING AND ARMS FOR THE REBELLION.

THE PLAYER CAN OBLIGE HIM AND ONLY FIGHT NOVA GENERACION WITH IL MASTROS SOLDIERS SUPPORTING THE REBELS, OR THEY CAN FIGHT BOTH GANGS AND CLEAR THEM OF DRUGS TO IMPROVE THE REBELS REPUTATION.

  4. KILL PROVINCIAL GOVERNOR AND COLLECT THEIR KEYCARD (ONLY AVAILABLE WHEN ALL OTHER OBJECTIVES ARE COMPLETED)
  5. LOWER BRIDGE TO NEXT PROVINCE USING GOVERNORS KEYCARD (PROVINCIA ARALDO)
